So they're giving $175,000 for PA fairs. Why you may ask?
“Fairs expose the urban and suburban population to the benefits our rural community has to offer,” Wolff said. “By funding improvement projects, county and community fairs are able to provide efficient and appealing structures, contests and displays.”
In other words, the buildings the rural community has now aren't up to the urban and suburban population's standards. I've always thought barns were both efficient and appealing, but then I didn't spend a research grant to draw that conclusion.
